The clerk keeps record of all the election proceedings.  Clerks need to note
any unusual happenings like provisional ballots and voting machine problem
among other things.  The clerk is also responsible for maintaining the Election
Record; filling out forms relating to the number ballots received and processed
the number of voters per hour, the tally sheet and other proceedings.  The precinct
clerk records the total number of ballots received at the polling places on the appropriate forms as soon as the polls are closed.
